Venezuela's Last Opposition Mayor Begs Maduro's Government for a Backhoe

Henry Maldonado, the only opposition mayor in Barinas state, is doing flood-prevention work with a single piece of heavy machinery — and asking the regime that starves his budget to send more.

Here's the thing about governing in a petro-state that has run out of everything except ideology: you end up with one excavator and a prayer.

Henry Maldonado, the opposition mayor of the José de La Cruz Paredes municipality in Barinas, Venezuela, traveled to the Melenero sector in the Barrancas parish this week to personally oversee channeling work on a local creek. The goal is flood prevention ahead of continued heavy rainfall in the Andean region. He brought the municipal government's entire fleet of heavy machinery — which is to say, one machine.

That wasn't enough. Maldonado publicly called on both the regional government and the national government in Caracas to send additional equipment and resources. 'Our mayor's office does not have sufficient resources to keep giving our communities an immediate response,' he said, according to the outlet El Nacional.

Maldonado describes himself with the institutional slogan 'Forward like a tractor' — which, given the circumstances, reads less like a boast and more like a precise inventory of assets. He is, by the source's own description, the only opposition mayor in all of Barinas state, a region that was once the home base of Hugo Chávez's family and remains a symbolic stronghold of chavismo.

The same week, Maldonado was also in Melenero with his electrical-services crew, making repairs and installing a transformer in the sector. 'We keep working for a better Cruz Paredes, making the best of what we have, committed to the lives and health of our people,' he said.

The optics are stark. A locally elected official — one who actually won a competitive vote — is deploying every resource at his disposal while simultaneously asking the centralized state apparatus, which controls the budget, the heavy equipment, and the national grid, to do its job.

Voltage's read: This is what fiscal strangulation looks like at the municipal level. Venezuela's central government has spent two decades consolidating revenue and resources upward, leaving local governments — especially opposition ones — with mandates they cannot fund and machinery they cannot replace. Maldonado's public appeal is not a sign of weakness; it is a documented record of who is working and who is withholding. The creek in Melenero will flood or it won't. Either way, the accountability is now on the record.
